Unsure what this is, it appears to be some sort of satellite receiver and a SABER transmitter in a briefcase. Circa 1997 based on the date codes. Looks like it's designed for digital data. The RX and TX side are not coupled internally, there are D-SUB connectors which presumably would couple them via an external device.
